Philip Bilney

Executive Chairman

Philip Bilney builds insurance sector enterprises in Asia and around the world, bringing perspective, connections and a detailed understanding of the practical realities of ventures and projects.

In 2016, Philip established the +8 Group of companies in Hong Kong to develop pragmatic and effective insurance and technology companies in a growing portfolio of niche brands.

Philip is a non-executive director in numerous insurance sector businesses, both in Asia and elsewhere. Amongst others, he is the Founder and Chairman of Hong Kong-based Rare Earth Insurance Partners, a marine and specialty lines intermediary providing a cloud-enabled inward and outbound reinsurance broking service connecting Greater China with international markets.

Candace Chan

Managing Partner

Candace Chan was appointed Managing Partner of +8 Partners in May 2022 and oversees broking, finance and administrative support to +8 Partners member companies across the Asia region. Candace works alongside the executive committee to develop corporate strategy and manage cross-functional programmes that ensure +8 Partners companies provide their specialty services at best-in-class industry standards.

Candace earned her Shipping Technology & Management degree from Hong Kong Polytechnic University and is fluent in English, Cantonese and Mandarin.

Dennis Tang

Partner

Dennis Tang was appointed Partner in January 2023 to provide oversight and advice to +8 Partners and its member companies across Asia. A member of the Executive Committee, Dennis is focused on enabling +8 companies to meet their long-term business goals.

Dennis has over 40 years of underwriting and broking experience in the Asian reinsurance market and enjoys a first-class reputation for his professionalism across the Greater China region. He has held senior positions at international broking firms in Hong Kong and is highly skilled at building portfolios and developing customised solutions for clients with diverse risk management requirements. Dennis is fluent in English, Cantonese and Mandarin.

Phillip Emmanuel

Chief Operating Officer

Phillip Emmanuel is a seasoned leader in the insurance sector bringing valuable expertise to the +8 Group of companies gathered while working in the transport and logistics industries. In his role as Chief Operating Officer, Phillip supports the development of the group’s logistics insurance enterprises across Asia and North America.

Leveraging upon over 25 years of experience from working across Europe, Asia Pacific, Africa and the Middle East he works with complex distribution channels, insurance brokers and insurance companies to deliver underwriting risk transfer, claims resolution and risk management solutions to customers.

Michelle Chow

Head of Digital Innovation

Michelle Chow is the Head of Digital Innovation for +8’s growing portfolio of niche brands. Michelle is pivotal in creating and maintaining agile business practices and developing new strategies that provide connected and intelligent broking, operations, and finance systems.

Michelle earned her Masters in Finance & Investments from RSM Erasmus University and is fluent in English, Cantonese and Mandarin.

Glen Heung

Chief Compliance Officer

Glen Heung was appointed Chief Compliance Officer of the +8 ecosystem of companies in October 2022. Glen works alongside the Executive Chairman, Chief Operating Officer and Managing Partner to ensure +8’s niche group of insurance sector companies function legally and ethically, and to optimise the business opportunities which that brings.

Glen is a certified Financial Adviser by the Chartered Insurance Institute. He earned his Bachelor of Business Administration from the Hong Kong Metropolitan University and Executive Diploma from HKU Space in Finance and Compliance. He is fluent in English, Cantonese and Mandarin.
